Hennessey, Susan. 2017. In Foreign Affairs 96 (6): 39-46.

At the outset, this article takes the US as an example of how and why achieving peace in the cyber realm is difficult. To be more specific, the dichotomy between the West and the rest is as important in the cyber realm as in our physical world. It calls for a mutual understanding of what peace means. Ultimately, an interesting paradox arises: to secure peace, we need to invest more in cyber, but such an investment is often perceived as a threat by other actors who thereby invest more, which inevitably leads to a non-desirable economic and cyber race.
