Ciglic, Kaja, and Hering, Jogn. 2022. In Journal of Cyber Policy 6 (3): 360-374.

This article offers a critical review of the UN’s and several governments’ incentives to create peace in the cyber realm. The authors call for the UN to include multiple non-state actors in agreements on how to achieve peace in cyberspace. Furthermore, it offers an alternative understanding of cyberspace rather than being a domain of conflict, diplomacy can prevail. In sum, it establishes how the evolving nature of cyberspace requires urgent attention in the international community.
